I tried to install rabbitmq-server in a fresh container running Ubuntu
21.10 (Hirsute) and it worked as expected. Also tried to install the
previous version and upgrade to the latest one (the one you are trying
to install) and everything worked fine again. Could you please share any
relevant log present in /var/log/rabbitmq directory? I was not able to
spot anything that could explain what is happening in your system in the
attached files, maybe I missed something since the logs are not in
English.

Since there is not enough information in your report to begin triage or to
differentiate between a local configuration problem and a bug in Ubuntu, I
am marking this bug as "Incomplete". We would be grateful if you would:
provide a more complete description of the problem, explain why you
believe this is a bug in Ubuntu rather than a problem specific to your
system, and then change the bug status back to "New".
