Thank you for taking the time to file a bug report. I tried to install rabbitmq-server in a fresh container running Ubuntu 21.10 (Hirsute) and it worked as expected. Also tried to install the previous version and upgrade to the latest one (the one you are trying to install) and everything worked fine again. Could you please share any relevant log present in /var/log/rabbitmq directory? I was not able to spot anything that could explain what is happening in your system in the attached files, maybe I missed something since the logs are not in English.
