The Debian people tell me this bug was fixed Upstream six months ago.
Ubuntu 20.04 LTS systems have the atop/acct conflict problem where if
you install acct it wants the pacct file in one place
(/var/log/account/pacct) and then if you install atop it starts
atopacctd that decides it should be in a different place
(/run/pacct_source) and the two fight it out every time the accounting
reloads, making a real mess.
If you disable atopacctd to stop it from stealing the pacct file, then
if you ever run atop as root, atop itself will steal the pacct file and
start storing it in /var/cache/atop.d/atop.acct, because atop expects to
find the pacct file under /var/account/pacct and that directory doesn't
exist on Ubuntu, so atop thinks no accounting is in use and creates its
own location, breaking the acct package again. Disabling atopacctd
isn't sufficient.

Please install the Debian fix.
As a work-around on Ubuntu 20.04, I replaced /usr/sbin/atopacctd with a
"sleep 9999d" script that will prevent it from ever grabbing the
accounting file (at least until the next atop package update), and I
made a symlink so that atop finds the Ubuntu accounting file and doesn't
itself grab the accounting file:
# ln -s log/account /var/account
Now atop and acct coexist on Ubuntu LTS, at least until the next package
update.
