Ubuntu 16.04 (xenial) reached end-of-life on April 29, 2021.
This issue has sat incomplete for some time without any response from
anyone affected by the issue so it's being closed.
Please feel free to re-open this bug report if this is still an issue
when using a currently supported release of Ubuntu.
