I want to confirm that I'm also facing the same issue and that adding the --no-resume option does indeed fix the issue for syncoid.
It does seem like the correct solution is to update the ZFS tools in the HWE stack when the kernel is updated. However, there does not seem to be a way to do this (short of compiling from source, which I would really like to avoid).
