Please sync lksctp-tools 1.0.19+dfsg-1 (main) from Debian unstable
(main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Use symver attribute for symbol versioning, fixing the lto build,
    patch taken from Fedora.

This patch has been merged upstream for the 1.0.19 release, and is thus
unnecessary.
