g-c-m does only read /etc/papersize to determine the default papersize.
In previous version of Ubuntu /etc/papersize always defaulted to A4. But in
Ubuntu 7.10 (Gutsy), the Ubuntu Desktop CD installer ubiquity now sets
/etc/papersize to match the selected country instead of defaulting to A4 (see
bug #104160).
