I would expect that in that situation that the security team would be
able to assist in downloading the correct package set/debs via a script
or list using curl or wget vs an install. The UA client does not perform
as a software downloader and is specific to setting up a system.
We know we have airgapped customers using their own apt mirrors and
driving that set up to their infra and I think perhaps that might be a
better path, possibly even using manually configured repos through
landscape, or similar.
I do not think it's the UA client's place as a tool to provide that
functionality. In the end, I think this bug is "how do I get fips
without using the UA client" and that's between the security team and
the folks helping the customer get bits into their environment.
