Please sync racket 7.9+dfsg1-2 (universe) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Merge from Debian unstable.  Remaining changes:
    - Ensure building with -O2 to work around a misbuild on ppc64el which
    defaults to -O3.
    - Build with gcc-9 to work around failure to build on s390x

When uploading the 7.9+dfsg1-2 version to a PPA ( 
https://launchpad.net/~schopin/+archive/ubuntu/test-ppa/+sourcepub/12655139/+listing-archive-extra
 )
the build failures don't appear on the mentioned architectures. We can assume 
the problem have been either fixed upstream or in GCC 11.
