The version of cloud-init currently in Impish includes both a critical and a
high priority issue:

These bugs will be fixed in the 21.3 release of cloud-init.
[Rationale]
Release of cloud-init 21.3 will miss the Feature Freeze deadline of August 18th.
[Timeline]
Bug fixes are already up for review and expected to land within the next few
business days. Once the bug fixes land, we plan to release 21.3. We expect this
to happen within one week of feature freeze.
[Risks]
Low risk as these are changes to fix already-existing high-priority bugs.
