Apparently still not fixed, just happened to me with a fresh install of kubuntu 21.04. I live in germany and want my system language to be english.
Changing the language from American English to British English, manually adding "LC_ALL", "LC_CTYPE" and "LC_MESSAGE" to the /etc/default/locale file, running sudo update-locale and sudo locale-gen and then restarting the pc fixed the issue. For me, this bug prevented Anki from launching (Error: "Anki needs an UTF-8 locale"). Pretty minor in comparison to what others are experiencing but still.
