This is some kind of regression, the i915 module enables psr by default
in 5.10 and 5.13 OEM kernels for Intel Xe graphics, but 5.13 seems to
have significant stutter and requires psr disabled with enable_psr=0.
This results in lower battery life and higher temperatures. Machine this
bug manifests is an X1 Carbon Gen 9 laptop.
