Applications installing their own global shortcuts is something that's
only possible on X11 (which you are using). But even then I suspect the
application needs to be focussed for it to receive the key press
reliably.

If you want to install a reliable global shortcut that works regardless
of the focussed window then it needs to be done in GNOME:

  Settings > Keyboard Shortcuts

So this is only an Ubuntu bug if shortcuts installed from Settings are
not working.
