There was no mention of this in the changelog:

Why does this fail on riscv64 only?  I'd prefer not to disable parallel
builds everywhere, so we could make this architecture specific, but if
there's some part of the build that's not parallel-safe, we can use
.NOTPARALLEL in the Makefile rather.

Has 0001-Enable-RISC-V-build.patch been sent upstream?  Should it be?
Please consider using Debian DEP-3 patch headers [1], as it would make this 
clear.
