Using version 0.90.2 in impish I see that there has been no change in recent releases.
The title of this bug needs amending as the "Quick filter" box isn't missing. It hasn't been enabled in a default installation of synaptic by also installing 'apt-xapian-index' as per comments #2 and #4. The dependencies of the synaptic package need changing.
