I tested that when reuseport_bpf_cpu did not consider the last CPU, the
one that has been hotplugged, it didn't crash. It didn't set affinity to
that CPU, didn't even allocate socket for it.

Then, I realized that attaching the BPF code was happening on that CPU
as it happened right after the tests were run, and the last test set the
CPU affinity to that CPU. So, I set the affinity to CPU 0 right before
attaching the BPF code. So far, the system did not crash either.
