Public bug reported:

Using usermod -d to move home folder;
after, any program not installed via apt command (including snaps, appimages, 
and other binaries installed through dpkg) will start and immediately crash.
returning home folder to it's original location resolves the problem.
other users of the system are not affected, assuming their home folders are not 
moved.
when moved, the original home folder is left in place, accessible and 
unmodified.
