@brian-murray Yes I did verify that it was/is fixed in Ubuntu and it is - I tested Ubuntu again today - and no I never confirmed "officially" that Xubuntu was fixed.
As noted in comment # 11 Xubuntu has the issue - I also just tested Ubuntu Mate's latest ISO 2021-09-21 and the issue is just a bit different - there is no prompt to remove media after clicking the restart button - however the system reboots at once. Yes I think that something other than plymouth might be causing the problem.
