Public bug reported:

I have a ppp connection set up using files in /etc/ppp. As it happens,
it dials an EVDO card, but that's not relevant.

Until recent updates, the network manager could dial this connection
with not problem, and observe that the connection succeeded. That is
important, since the network manager refuses to 'dial' a VPN unless it
sees an underlying connection.

Now, (since recent updates?), the network manager successfully dials,
but it does not observe the success. It shows the (x) for status, and
refuses to dial the VPN.

Since the VPN configuration is not in the old-fashioned /etc/ppp
location. I can't dial it manually, so I'm completely hosed.
