I verified this error about the config file no longer occurs in bionic
(nor in impish):

The error message about the missing database files is because the first
run of freshclam hadn't completed yet, although it was successfully
running at the time, and completed generating the database after a
couple minutes:

(I don't spot a bug report about this initial behavior either here in
launchpad or debian, however googling shows the explanation is easy to
find.)
