Public bug reported:

Theres a significant delay after apt completes the step "Fetched 23.1 MB
in 13s (1841 kB/s)" and before it starts to "Reading package lists...
Done".

It looks like it's frozen.

It's something I've only noticed in Ubuntu 20.04.
