I experience this or a similar problem with emacs-26 on Ubuntu 20.04 (the standard Gnome DE).
Somehow having the "region" face set to having gtk_selection_bg_color makes the selected region not noticeable (or hardly noticeable?..). I have delete-selection-mode enabled. After changing it, it is OK; to yellow in my case: (custom-set-faces ;; custom-set-faces was added by Custom. ;; If you edit it by hand, you could mess it up, so be careful. ;; Your init file should contain only one such instance. ;; If there is more than one, they won't work right.
