Hello to all, as announced I repeated all steps to migrate my WSL-distribution from Xubuntu 20.10 to Xubuntu 21.04. Before I removed all levels of symbolic links of "/etc/mysql/my.cnf". In deed the upgrade finished without any errors. Hence in my opinion the incident is really "solved". Thank You very much for Your support.
