This is a bug that was seen a few times but just does not make sense.
The problem is that due to dependencies this should never be possible on
a normally configured system (without third party sources or modified
dependencies) as mysql-common is installed and has that file that is
missing.
Gladly in most reported cases it works just fine on a retry.
Also I'd like to mention that 16.04 is out of "standard" support, so
even if something is found unless it is super critical or a security
issue it is unlikely to be updated, see [1] and consider reading about
ESM.
I'll mark it as duplicate of 1771630 so that all affected can join
discussion in one case.
