It appears Debian has worked around this by setting
LIBINSANE_WORKAROUND_DEDICATED_PROCESS=0 in debian/tests/unittests.  We
could try doing similarly, or just sync 2.0.3-2 from Debian unstable.

I've filed a syncpackage for impish, however I suspect it's too late for its 
inclusion.
When JJ's archive opens, I believe 2.0.3-2 should automatically sync in, and 
this bug report can be closed at that point.
