Setting is now kms instead fkms uname -a Linux RW-RPI2 5.13.14-9004-raspi #1+git9545d93d SMP PREEMPT Thu Oct 14 11:12:19 CEST 2021 aarch64 aarch64 aarch64 GNU/Linux Ubuntu Budgie 21.10 Starting Video with "Kylin" (setting is Mplayer) and it works fine without freeze. Testing with DELL 19" 1600x900. Video playing in Fullscreen or Windows without issue. Video playing in Firefox-Browser without issue. I had installed all 6 *.deb from https://kernel.ubuntu.com/~juergh/lp1946368/ but that don´t helps out.
