Public bug reported:
prometheus-node-exporter-apt.service currently runs as the root account,
and uses sponge to write the output into /var/lib/prometheus/node-
exporter. This results in ownership of the apt.prom file belonging to
root so it cannot be read by the prometheus user that runs the main node
exporter process.
