Public bug reported:
When launching cgroup commands like cgcreate after the upgrade to 21.10,
the following error is printed:
cgcreate: libcgroup initialization failed: Cgroup is not mounted
The issue seems to be related to the libcgroup version, which does not
support the now used cgroup2.
Expected behavior:
the cgroup-tools should be compatible with the cgroup version delivered with
the distribution.
