From the logs we can see that in the set up process of the apache package it tried to enabled a module and then it failed because of a "Too many levels of symbolic links: '/etc/apache2/sites- enabled/000-default.conf'". Could you please provide the content of your /etc/apache2/sites-enabled and /etc/apache2/sites-available? Also any custom config you might have if possible. An installation in a clean environment works without issue, so I am wondering what you had in there before upgrading to Impish.
