[Impact]
* Fingerprint cannot enrolled successfully on goodix fingerprint
device.
[Test Plan]
* Enroll fingerprints on laptop and login without problem at first time
(no fingerprint stored in goodix device).
* Re-install Focal directly without deleting stored fingerprint and set
the same user name as previous installation.
[Where problems could occur]
* If user re-install or do oem recovery process, fingerprint cannot
enrolled successfully.
[Other Info]
* libfprint for focal is still reviewing by SRU team.
