pi-bluetooth is now included in both server and desktop images via the
support-raspi-common platform-specific seed
(https://git.launchpad.net/~ubuntu-core-dev/ubuntu-
seeds/+git/platform/tree/supported-raspi-common).
This won't be fixed in Groovy (which is now EOL), and is already fixed
in Hirsute and Impish. I'll leave the Focal targetting for now, as this
ought to be fixed in the next Focal point-release.
