Public bug reported:
When building ICU package from source, Time Zones tests are failing, leading to
a build failure.
This is happening because for Ubuntu, ICU uses tzdata package to retrieve Time
Zone information
And, tzdata is updated but ICU tests are not.
The tests that are failing are:
1)TestAliasedNames, TestCanonicalID:
