I was able to install apt-offline on my Ubuntu 20.04 system, so this should work. Could you please run `sudo apt update` to make sure the package list is up to date, and if the issue persists, please attach the output of `apt policy apt-offline`. (If you for instance have just installed this system, it needs a check for updates to be able to find other packages) Btw, when reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected. This will automatically add debug information such as package version numbers.
