Thanks for your proposal for enabling this feature in exim4.
Offhand, this sounds like something that would be better implemented by
Debian, as there might be packaging or configuration considerations
required beyond simply enabling the makefile option. Once it's fixed in
Debian we'll pick up the fix automatically. Since this would be a new
feature I'm not sure it could be SRU'd to focal, but that can be
evaluated once a solution is decided on.
Would you mind filing a corresponding bug with Debian please?
