The workarounds for read-only /etc/ are only needed in Ubuntu Core /
system-image / UBports environments (/etc/writable doesn't exist on
classic systems), that are based on the LTS releases. Therefore, I'm
marking the Hirsute and Impish tasks as WONTFIX.
