After you solve the above issue with IntelliJ IDEA, more efficient video
decoding is the next thing you need. To do that you either need to
figure out how to make VLC more efficient or replace it with something
that is more efficient like MPV:
sudo apt install intel-media-va-driver-non-free vainfo mpv
then check that accelerated video decoding is available:
vainfo
and then use 'mpv' to play videos instead of 'vlc'.
As for Chrome, that issue is being tracked in bug 1424201.
Other than bug 1424201, the only way this is a bug in Ubuntu is if VLC
is failing to use VA-API for some reason. I am not very familiar with
VLC so if you are sure there is an efficiency problem in that then
please open a new bug in VLC by running:
ubuntu-bug vlc
