`juce-tools` is just some tools, like Projucer.
it doesn't depend on any dev-packages, because it doesn't need them. it does
however recommend the 'juce-modules-sources' package
otoh, the 'juce-modules-source' package (that provides the actual JUCE
modules), does depend on the dev-packages that are absolutely required
(among them libfreetype-dev).
it seems that you are not using the 'juce-modules-source' package (but
your copy of the headers), in which case it is your responsibility to
install the necessary dependencies.
