You can rebuild 13.99-1 RTP modules without GStreamer support as per https://gitlab.freedesktop.org/pulseaudio/pulseaudio/-/issues/889
If you can't wait for fix you can grab prebuilt library binaries from there although I'm against using unsigned untested 3rd-party binaries in production.
