You can test it by copying /usr/share/doc/hal/examples/10-x11-input.fdi
to /etc/hal/fdi/policy.

What's missing is a way to make it use the correct keymap automatically
without editing any fdi file or such.

btw, this bug apparently is just due to misconfiguration with the new
evdev. The problem is that there is no documentation for doing it the
right way.
