You can test it by copying /usr/share/doc/hal/examples/10-x11-input.fdi to /etc/hal/fdi/policy.
What's missing is a way to make it use the correct keymap automatically without editing any fdi file or such. btw, this bug apparently is just due to misconfiguration with the new evdev.
