Right. It should be the default. I had to set it for the main clock and
the file chooser in both current GTK versions. The regular UX is odd.

gsettings set org.gnome.desktop.interface clock-format '12h'
gsettings set org.gtk.Settings.FileChooser clock-format '12h'
gsettings set org.gtk.gtk4.Settings.FileChooser clock-format '12h'
