Also happening here on xubuntu 21.10 with xfce4-panel 4.16.3 on a default install.
Status Tray Plugin isn't showing any icons (no wifi or bluetooth) on most reboot and logins. Sometimes it does, but mostly not. Both bluetooth and wifi are indeed working. A panel reset returns the icons: xfce4-panel -r I've had to run that on most reboots so I ended up making a launcher for it.
