I appreciate that this bug is approach 12 months since its last update
but I'd like to understand whether this is still and issue.
I've tested in lab on a bionic/ussuri setup and OSD's are starting
correctly for me.
The full contents from both ceph-volume log files in /var/log/ceph would
be useful to triage further.
