Thank you Brian for getting back. The problem was indeed that /boot was full - after cleaning it up manually the upgrade went through. Since I know that /boot is a problem with updates, I did clean it before doing the upgrade, but apparently not enough.
The installation was done long ago (7 years according to the status dump) and I think it was from a bootable USB stick with online download of packages. I've never made a reinstall for these years - just upgraded multiple times. To me, this problem is solved and it the ticket can be closed. When I looked it up I found multiple similar bug reports, but for older versions.
