Trouble with the duplicate status is the other issue has mostly cosmetic
consequences and a workaround, while this has neither of those things
and it could get lost that this is a critical problem.
It does seem like more than coincidence that the new kernel has brought
two (or more) screen-noise problems. I wouldn't be surprised if there
is a common underlying issue.
