It seems I misunderstood the complexity of the situation:

python3-venv and python3-virtualenv are not providing the same
functionality
The problem with python3-virtualenv depending on python-pip-whl instead
of python3-pip-whl has been already fixed in 20.13.0+ds-1. I will mark
this ticket as fixed.
