Building with debhelper >= 13 and Standards-Version: 4.6.0.1 doesn't yield a different result for me, so I'm not sure if debhelper is really at fault here. The full lintian output tells that /usr/libexec was introduced in Standards-Version 4.1.5, which is the one that is being used in the package (for good reason). IIUC this means that the correct /usr/libexec path should be backwards compatible even with the older series.
I'd like to ask you to double check this situation and fix it up in Jammy, if need be we can change the /usr/libexec path in the older series by introducing a delta.
