Please sync erlang 1:24.2+dfsg-1 (main) from Debian unstable (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * Backport the OpenSSL 3 patchset from upstream (LP: #1945768)

Upstream has OpenSSL 3.0 support from the 24.2 branch onward, see
https://github.com/erlang/otp/releases/tag/OTP-24.2

Our backport patches are thus no longer needed :)
