No driver is loaded for scp firmware on the mt8183 platform, and fw is missing
too.

Add mt8183 SCP firmware

Verified on the mt8183 platform, it can be loaded and powered up.

This firmware is specific for mt8183, it should be low risk.
The firmware is already in impish and jammy, only SRU fw for focal.
