There were no outputs by `ubuntu-drivers list-oem` before using focal-proposed.
After using focal-proposed, `ubuntu-drivers list-oem` shows 
oem-somerville-pidgeot-14-meta.
When I executed `sudo ubuntu-drivers install`, it will install 
oem-somerville-pidgeot-14-meta 20.04~ubuntu1 from focal-proposed/main, and then 
upgrade to oem-somerville-pidgeot-14-meta 20.04ubuntu3 from 
"http://dell.archive.canonical.com focal/somerville-pidgeot-14".
After I reboot the system, the system boots by linux-image-5.13.0-1029-oem that 
meets our expectation.
