User will be able to add, remove, create new buttons on Main Toolbar from GUI 
settings.

User is not able to add, remove, create new buttons on Main Toolbar from GUI 
settings.

#### Steps to reproduce the behaviour
Open Caja, try to find settings for editing Main Toolbar.
