Public bug reported:
Upower takes a relatively long time to refresh my laptop power state. It
take almost a minute or more for it to detect power source change
(plugging/unplugging the AC power). Also, if the upower service starts
while the laptop is plugged in, it will remain stuck at the plugged in
status but also report that the battery is discharging.
